Check out this trick in GoodNotes that allows you to resize your keyboard on iPad.

It’s super easy. Create a text box and start typing. Then, use two fingers to pinch the keyboard and make it smaller. You can then move it around.

If you are experiencing issues with getting it to function as it shows in the video please update these settings. 

Go to Settings > Accessibility > Keyboards, tap Full Keyboard Access, then turn on Increase Size, then it should work like in the video

This trick works across iOS in any PDF annotation app.
